Bonjour Directeur.

I'd like to report on the situation with the insurgency within Liberty. It appears that the base functions of this rebellion is flawed in a few key ways.

Firstly, there was no response to initial formal communique. Repeated attempts show that their internal communication seems to be lacking or in disarray. As we were able to directly transmit our message from their own outpost with their fleet's permission, I can not assume it was simply lost.

This leads into the second discovery. The North Carolina, a massive battleship class vessel, was contacted when it was discovered patrolling their space. We briefly followed it before it hailed us. After explaining the desire to establish communications, it surprisingly escorted us to a nearby outpost of theirs called Mulvane, found in Kansas. It allowed us to use the outpost as a relay for our message, then let us roam freely in the system to leave.

This instance shows me their security is lacking in all forms, and an overt trust of anything non hostile. This most likely explains how and why they have been routed and bested by Liberty's current inforcers so fiercely.

We have caught live skirmishes between the insurgents and the navy and find the rebelling side lacking. They are on the backfoot and we don't foresee any advancements in their struggle.

We will continue attempts to open communications, but we do not see much in the way of fruitful outcomes.

I am Capitaine Gaston Corbeil, Interim Director of the Security Bureau, and from now on I will be your liaison with the Bureau.

It is regrettable, but to be expected, to hear that your attempt to contact the Insurgents was a failure, but that we were able to contact them using official channels and contacts in their leadership, although this took a lot of effort and time.

The Insurgents may not be strong, but the very presence of this kind of insurgent, wielding a suggestive fleet of ships is suggestive; they should be something to distract Liberty from us, and give time to prepare to hit them, so we need to find a way to help these insurgents, or reinforce ourselves at their expense. However, that's not your concern, there are 2 missions for you to choose from.

Firstly, you can explore the territory of the Technocracy of Auxo, learn more about their organisation and objectives, their capabilities, in particular related to cybernetics and artificial intelligence programming. Although officially they are neutral to Gallia, they are a variable that we do not fully understand, and we wish to rectify this in order to have a clearer idea of their role in the future of our state.

The second mission, however, is to collect data on the Crayter Republic, also neutral to modern Gallia. We know a little more about them, but their proximity to Liberty and Bretonia makes us tense, so we want to make sure they won't get in our way if there is a conflict between us and those states. Ideally, we would like to see them on our side, but given their geographical proximity to Liberty-Bretonia, this is unlikely to be a reality.

Choose whichever task suits you best.

By the way, I remember your organisation had some Gallic ships... Saw it in the archives but didn't pay much attention until now. Could you refresh my memory? Perhaps they need to issue a new licence for use in Gallic space.

We were going to suggest official channels, but figured that was not the desired methods. Good to hear a line was established.

For the next project, we can more easily do either, however there is additional risks regarding one of them that shall remain private until an agreement is made. Due to this, there is of course the question of payment. Depending on such determines the amount willing to be exposed. Otherwise, a general outline can be set into motion for either. I look forward to your decision.

The nature of the licensing is complicated. It dates back to the Kingdom and has been reaffirmed and updated via private communications with ranking members of the Navy. I'm not surprised there isn't much except a footnote. The exact nature of our connection was to remain obscure to the public. There are details of such that you are not privy to and have not come up that I will not divulge until authorized to by your superiors.

Amiral Pierre Vaillant is the prior contact and current, though I understand he has taken to more office-bound workings. Through him you may find your affirmations of our status.

The amount you pay doesn't matter, but the plan does, so if you can suggest a better plan, you will be generously paid extra for it. It is also important for us to know which of your assignments you are taking on so that our operations do not overlap with yours.

We will contact the Admiral to confirm the truth of what you say, but sending a copy of your conversation with him would save us all time.

If you want us to name the price, then two points will be requested for information on Auxo status. The first is officially contracting us for Gallia with a status that excuses us from common law and protects us from all aggressors for they would certainly come. The second is a large drydock away from observing eyes with zero questions regarding what docks there, with service crews moved away when certain shipments come in.

I do not foresee such being agreed to, and the chance it does not then a monetary payment equivalent to the previous will be acceptable for a more standardized report for either party. I understand the two points may sound extreme, but it also means burning bridges we would otherwise not wish to burn.

It depends on what you wish to give us, Capitaine.
