[Dev Feedback] - System entry buoys

The intention of these buoys is to show off ownership of systems ingame than through text on the forums only.
In case of systems that houses claim but can't hold, buoys could warn of restricted or dangerous space instead.

Right now these buoys can be found in Bering, Hamburg, Hudson and Texas if you wish to take a look yourself.

In theory these could even contain notes about contraband or such things.

Very good addition to the game and as much as I would love them to exist in a lot more systems I'm afraid it'll end up being a pain for admins to upkeep with each patch and stuff will end up getting forgotten rendering the buoys confusing for everyone.

I feel the current text info you get upon entering the system in top-left corner is more than sufficient, but if maintaining it wouldn't be too much hassle, I see little reason not to implement this.

There are still infocards describing certain solars in Rheinland as Federal/Imperial, Tokugawa still talks about advance into Bretonia, and some battlecruisers are apparently GRE. I would be genuinely surprised if these buoys didn't end up woefully out of date a few patches later. It's unnecessary workload to relay information that system entry popups already do, and it will end up sowing confusion once the cards are outdated.

All house buoys share the same infocard. So it'd just be a single one needing updating. Although the contraband thing was more of a quick idea rather than an actual plan.

I like it, I was wondering what was that while I was passing by them. They look nice and I like the idea of adding the contraband list, or maybe use them also for some warnings? I.E. if current system is affected by a war/invasion
