Initiation of protocol "Yatagarasu"

Protocol "Yatagarasu" describes the Empire's last stand. In the light of an absolute military defeat of the Imperial troops at the hands of an overwhelming foe, with the risk of an (counter)invasion aimed at destroying the Empire and its people, the Imperial Guard will initiate this protocol. "Yatagarasu" serves the ultimate purpose of preserving the Imperial Bloodline, the values and culture of the Kusari people by reaching out to the depths of space like our ancestors.

Composition

The exact composition of vessels participating in protocol "Yatagarasu" is flexible and depends on the exact circumstances and available timeframe at its initiation. However, by Imperial decree, a permanent fleet to serve as guaranteed assets for "Yatagarasu" is undergoing construction. To this date, it consists of roughly:

• x 3540 Wyrms tailored for "Tokubetsu Kōgekitai" tactics
  
• x 230 standard fightercrafts for escort purposes
  
• x 120 transports filled with a large variety of materials required to establish a colony

Destination

In its original state, Protocol "Yatagarasu" designated the Hiroshima system as suitable location to rebuild the Empire in exile. While still an adequate choice, following the discovery of the Chubu star system by the Shimamori Clan, Hiroshima received a status as backup plan only. Phase of Rebirth

Following the arrival in Chubu (or Hiroshima), a new political order will be installed to oversee the growth of the colony and the effective rebirth of the Kusari Empire. The Emperor will bear absolute power, while the Prime Minister and other politicians will be assigned new executive roles to act as overseers over the various fields requiring attention at this time. The Shogun will be responsible for the rapid installation of military infrastructure and the overseeing of daily security affairs, the Emperor remains supreme commander of the military. The new Empire will under no circumstances reach out to Sirian parties to avoid detection. Any exploration vessel found within the new Empire's sphere will be mercilessly executed or boarded.

The phase of rebirth is estimated to require up to six decades. It will involve but will not be limited to: Industrial and military rebuilding, chartering of nearby star systems, repopulating purposes, espionage missions into the old Empire. Upon reaching an industrial and societal status comparable to the early 5th century, policy shifts to fulfill the "March of Shōki" will pressure the new Empire into a full-scale militarization.

March of Shōki

When the new Empire is growing, the Emperor alongside the ruling elite, will initiate what will end in a full-scale march on the territory of the old days. Estimated to require at least another five decades, the new Empire will enter a stage of full-scale military build up aimed at overpowering whoever holds control of old Kusari territory. In order to achieve military supremacy, all required measures will be undertaken.
Due to Chubu's close proximity to the Sigma Cluster, the Gas Miner Guild marks a potential ally for the returning Kusari forces. Should available intelligence suggest that the Gas Miner Guild allied with the occupiers of Kusari soil, they will be targeted in a surprise attack instead. In the unlikely case of a failed invasion and inability to retake rightful Kusari territory, the new Empire will cut all contact to the Sirius sector and initiate plans to abandon the Chubu sector in favor of a star cluster far away from the Sirius sector.
