The Rheinland lawfuls shouldn't know anything about cardamine except that it's a drug and maybe what it does to the DNA. I'm sure they don't know about the agreement between the hessians and the outcasts about not spreading it in Rheinland in exchange for the anti-corsair alliance. As well as they won't know about where selling is profitable and where not, except a criminal is telling them, but why should they trust him?
So what to do with him if not confiscating his cargo? Let him pass and trust him? obviously not. Escort him to the libertonian borders and get caught by one of their gun-cams offering them a good reason for harming propaganda? even worse.
No, the only thing they should do is catch him.
And for that republican in front of Malta: civilians fighting the war? Should I field my Samura escort during the next attack on Leeds? They could make a deal like Bowex did to gain money from delivering stuff to Malta, but if I remember it right they don't haul cardi back.

we are a tottaly seperate group to the RM, the RFP take on smugglers and everyday pirates, the military take on the bigger things like war and so on, we are two very seperate factions.

okay, Thank you all for your explanation. btw, I simply asked, not offered union or neutrality between Outcasts & RM. It was just a question because I was not quite clear this point.
