In light of the fact that after a group of Zoners like Phoenix, who do not care about the NFZ, you remain as the only influential Zoner organization I could deal with. What I am asking of you is simple - I am happy to use the Freeports for my business ventures across Sirius, however for my own safety and comfort so far from my home I must use a larger vessel for my purposes - a Storta-class destroyer converted to a personal yacht to be precise. To avoid unnecessary conflict from either side, I would like to request a permanent exemption from your rules regarding such a vessel, with the understanding that my crew will restrain their passions and will not cause any conflicts. In exchange, I am willing to donate a rather large sum of credits for your own purposes, say one billion credits, for whatever purposes Freeports need at the moment.
It is quite clear to me why such rules regarding capital ships exist - after all, it is an ideal way for someone to appropriate one of your Freeports. However, I have no such ambitions and there is no reason for such concerns from my side.

Thank you for writing us. Your request shall be discussed by the board of representatives. As you have contacted OSI regarding the NFZ permit we can only discuss permits for Freeports which are administrated by OSI.
If, however, the permit you are requesting is for all Freeports, we at OSI are interested on knowing this as well.
Should you have any more information not already mentioned in your initial request, kindly share this in this private channel. This will help the OSI board deliberate on your request more swiftly.

Naturally, my desire is to have as many Freeports covered by this exception as possible to facilitate the mediation of my commercial and diplomatic interests, not to mention much needed places for repairs or gathering additional supplies on my long journeys across Sirius.
Of course, you need not worry about me using your Freeports as distribution centers for our Product, Cardamine, as that could prove quite controversial for your desire to remain neutral and trustworthy to other parties.

As far as requests go, this is one we cannot grant for the risk to us is too great.
The issue is your ship, regardless of if its used as a Personal Yacht, transport ship or mobile hot dog stand, the Storta is, and always will be classified as a Destroyer. If you were to take that ship into any house or otherwise governed space, it will be treated as a Destroyer class vessel no questions asked.
A lot of Freeport's fall within some sort of controlled Space and if you in your Capitol ship appear within a No Fire Zone in said space, regardless of what it choses to identify as, it will be treated as a breach of whatever law's the controlling bodies maintain. And it will be us, Zoners and OSI who will have fingers pointed at, asking why we are allowing a hostile warship to be within those Boundaries and breaking those laws.
As an example, Freeport 9 in Omicron Theta. Theta is considered by the Corsairs as their sovereign space, and they enforce as such. If they see an Outcast Destroyer within the No Fire Zone, they arn't going to see a Personal Yacht and they are going to question why you're there. When you give the answer the Zoner's gave me a permit, who do you think will end up in the cross hairs other then you? That's right, US.
Same applies if you were to use Freeport 1 or Bethlehem Station, Bretonia nor Liberty would take kindly to your ships presence, regardless of how you use it, for to them it is a Capitol ship in a place it shouldn't be. I say this with Experience, for the Outworlder Zoner's use the Nephilim, a dedicated colony ship, a moving Freeport if you will, and yet it is considered a Dreadnought and is treated as such. So it is unable to enter those systems with anti capitol Laws.
So the permit is pretty much denied, as all it would do is bring untold consequences to us and the Freeport's.
