About changing caharacter rules.

I know that if been killed I cannot enter the system for an hour nor my other characters can engage the one that killed me for the same time but....
Can someone use his police ID to scan the cargo of a ship and then change the character and pirate or kill him to the next system?
Is it ok?
Is it by the rules?
