Greetings to whoever this may concern. My name is Leon Vicci, I run a research organization called the Starfliers.

Your public communication about the changes to your laws and licensing landed on my terminal a short time ago. As I understand, this has voided any permits that the Starfliers had previously regarding Rift-Leaping technologies. With these new developments, I am resending my application for the same permits, attached below.

What exactly do you want to request?
Languedoc - Tau-23 Gate access
A single "Bustard"-Class vessel, '\S/'Velorum
A single MK4 Jump Drive, operated by '\S/'Velorum
Multiple Hyperspace Matrixes, used by most of our ships
License to be applied to all '\S/' ships.


What is its intended destination (cargo), use (technology), purpose (military presence), and reasoning (additional licences)?
Most of our ships are equipped with Network Beacons, allowing jump-capable organizations to utilize these. We require these to be licensed as it allows own own "Bustard"-Class ship to easily travel between systems for exploratory expeditions. We aren't equipped with weapons, and we do not carry contraband into the Houses. Our request to use the Languedoc - Tau-23 gate is more as a safe entry into Gallia if we have a malfunction with our own equipment.

Blimey, I have seen one of the new Bustard things - and mon dieu - that thing is a full-on warship, an impenetrable fortress! Very expensive to make I hear! It will be costly for us and the Union to monitor the impact on infrastructure, lanes, gates, and mooring and keep an eye on them - Gallia is not designed for Sirian warships! And that's besides the massive security risk - these Starflier Sirians have been all right so far, no issues with them, but what if that would change? What if the Maquisards infiltrate them? We will have to spend our budget and resources on keeping tabs on the warship that we could have used elsewhere!

Let's not let these things in, Oui?

A direct response from the Navy? I guess I was not expecting this. Hello, Corentin.

I suppose my "Bustard"-Class could be considered a warship. It is on the larger side and the look of it suggests it can take a beating. In any case, I can defend this Sirian ship and say that it's operational costs are quite low, as the tech and materials used are widely available. Only things really worth mentioning are the Rift-Jumping hardware we have installed - the same ones we are applying to have licensed.

The Marquis have no issue with us, they know of the Velorum and have left us alone in the past. Guess they don't shoot anyone who is unarmed. Not a lot has changed between our conversation with your intelligence group and now, as they had the chance to... uhh... ask us some heavy-handed questions last we applied for permits. The biggest differences are that we're better equipped. Feel free to inspect the logs.

As per Section Two of our regulations, we welcome the input of Law Enforcement.
Quote: Each licence request will be open to Gallic Law Enforcement, Corporations and Unione Corse for recommendations, concerns, input and approval where one is required.

Bustard License
Thank you for your input, Gendarme. We understand your concerns, however past experience with Starfliers does not indicate that an outright ban on the Bustard is necessary. The cost issue, however, is deemed as valid. After assessing the concerns, following this precedent, we will be introducing a license fee for Bustard class vessel access standing at 1,000,000 credits for a yearly license. Given Starfliers' no weapon policy, we see it prudent to lower that to 250,000 Credits for '\S/'Velorum, payable to Gallic.Union bank account.


Languedoc - Tau-23 Gate access
- Request Denied. Law has been changed and the corridor can be accessed with any on-site law enforcement escort or permission, or with Official Law Enforcement permission over the communication channels without escort for short-term contracts.

A single "Bustard"-Class vessel, '\S/'Velorum
- Granted after proof of 250,000 Credits to Gallic.Union has been received

A single MK4 Jump Drive, operated by '\S/'Velorum
- Granted

Multiple Hyperspace Matrixes to be applied to all '\S/' ships.

Lucille, hello.

Yes, it seems I did miss this part of your public licensing page. Previous experience with the other Houses has lead me to become accustomed to their Licensing Offices exclusively handling these type of requests. This way I see everyone would be on the same page. Notified, informed.

Payment has been sent to the nominated account from our Data Vault. Our invoicing software had a glitch, all I was able to recover was the original code of the transaction. I appreciate the generous discount, however I am more than able to cover the full amount when the renewal period approaches. Regardless of our no weapons policy, I do not wish to be treated any differently than anyone else submitting permit requests.

Here is the original code of the deposit, please do advise if everything is in order.

The fee has been received and agreed licenses are in effect, valid for one year.

Please note the terms of the license as per our regulations:

Quote:All licenses by the registry are valid for up to one (1) year, counted from the date of approval, and their validity needs to be confirmed and extended after that date. The burden of confirming the license lies with the licensee. Gallic Law Enforcement and Corporations or Unione Corse may at any time raise concerns in the license communication thread which could lead to the amending of a licence.

Subject: License Adjustment


Hello, administration of the Gallic Union. My name is Albert McKenzie, lead of the Starfliers.

Looking over old licenses we had held with the Houses, this one has been labelled as expired for quite some time. I wish to correct this with updated details regarding the ships and equipment we fly now. If there is a process to a permanent solution, this will ease any recurring check-ins by myself or my team.

We no longer operate the "Bustard"-Class vessel designated the Velorum, though we still do use a Series IV Jump Drive with a newer retrofitted Liner. Most of our other ships are equipped with Kishiro's Hyperspace Matrix systems.

Would it be best to adjust and extend this expired license, or apply for a brand new one? I do not spend a lot of time within Gallia, any guidance here will help the both of us.

Bonjour Monsieur McKenzie,

Ah, there seems to be some confusion on your end. We've recently done away with licensing fees for Bustard class vessels, and your ships license was revoked on account of it being nullified. We have instead applied the license that you were issued to the Jump Device itself, and will simply transfer the registry to be that it is now on the new ship as soon as you notify us as to its registry. Oh, and, for reference your license is still valid, until November 5 of this year. Thank you for reaching out to us.
