[Server Config] RM/[RM] restart puts you on a removed base

Type: Server Config
Bug: The indie RM and the OF [RM] restarts have the base set to rh01_01_base, should probably be changed to rh08_01_base (Bayern)

Reproduction Steps:

• /restart rhmilitary
  
• try to buy a ship
  
• undock
  

It looks like the visited bases needs to be updated too, Bayern was showing as Unknown which will probably happen to any other changed bases.

rh01_01_base (which is indeed the starting location for RhMilitary) is Planet New Berlin, not a removed base.

The (hidden) official RM restart meanwhile puts you on RH10_02_Base, aka Battleship Kolleda, which does appear to be an invisible base. Moved that one to rh08_01_base (Bayern) as suggested
