it has come to my attention that the situation in Omega-7 around the Silver mining operations is escalating towards a full scale armed conflict between our forces. I hope that you will consider that the logical outcome of such hostilities will affect the fate of Freistadt, which we have continued to safeguard with Elbe's presence. Unlike your prior dispositions in Omega-3 and Bretonia, Freistadt remains a thorn in many sides here, and I have already had to calm the tempers of certain... overeager individuals.
The crucial problem that we are facing is increased activity in the Omegas from foreign militaries and terrorists. While I am glad that we can continue to rely on your support against the Corsairs, I have seen reports of alliance between your captains and vessels of the Coalition, Bundschuh, and the contemptible Red Hessians. Arguably worse, such alliances often culminated in the direct engagements of military vessels by your ships. You must reign in your "hotheadz", Guildmasters, just as I have been doing with ours.
You may rely on the fact that I have no time to spare for corporates who want to skimp on their security investments because we're in the area. But if you are calling in favors from Rheinland's enemies to assist in this conflict, I will deploy its forces to proportionally counter the threat.
My request then, is this: a meeting between fully-empowered representatives of our forces to discuss the full strategic situation and "air out" our grievances. I believe the space between Elbe and Freistadt will serve, but you may prefer a different location. Such meetings will run until we are in agreement about our desired courses of action. I am not unwilling to compromise, and I look forward to your own outlook on this situation.

I believe the situation in Omega-7 has de-escalated admirably since our discussion took place. As I suspected, the opportunists who thrive on active warzone engagements are now forced to find easy prey elsewhere. I believe It would be of mutual interest to maintain this status quo until substantial changes occur to the geopolitical situation in the Omegas.
Therefore, I propose to formalize our discussion as an agreement, with some adjustments:
The Kaiserliche Rheinwehr and the Independent Miners Guild acknowledge a mutual interest in avoiding military escalation in Omega-7.
The Kaiserliche Rheinwehr and the Independent Miners Guild agree to a mutual non-aggression pact. No vessel of either organization may fire upon a vessel of the other, excepting in self-defense.
A 10K sphere around the Elbe Border Fortress and Freistadt Base is hereby declared a no-fire-zone. No vessel may engage in aggressive action within this zone, under penalty of immediate destruction.
All vessels breaking the above terms are to be penalized according to internal regulations after the first offense, and banned from entering Omega-7 after a second offense.
All blacklisted vessels are to be immediately escorted out of the system by both parties, under penalty of immediate destruction.
Repeated non-compliance of the above directives shall result in a joint bounty to be placed on the offender by the the Kaiserliche Rheinwehr and the Independent Miners Guild.
The list of all banned and bountied vessels is to be shared between The Kaiserliche Rheinwehr and the Independent Miners Guild and updated via regular communications.

This treaty is more then acceptable. There is just a small ammendment about the No fire zone. The Guild would like it to be enhanced that ships violating it will be forced to stop by both the Rheinwehr and the Guild. Otherwise I will put my signature on this treaty
