It would appear the warning notification was not enough to move you to read the rules unfortunately. This
time you decide to say absolutely nothing before interaction.

I was a direct witness to this rule violation. I was on character [NGS]-LNS-Calgary at the time. He did engage multiple times without saying a word, Myself and others in my group attempted to communicate with him to resolve the situation but it became evident that he could not understand us. We later learned that he cannot speak or understand English very well if at all. I thought that pointing this out might help in explaining the situation and rules to this player, who likely doesn't even realize that hes been sanctioned.
He DOES speak at least some english as I have interacted with him, however he doesnt seem to be that old (or just doesnt care, period)
1st interaction was on a LN Guard IDd ship in virginia, he was civie IDd and quite rude when me and other LN asked him to leave
2nd interaction was assisting LSF in booting him from alaska, once again he was rude however when he was told that LN ID was not sufficent to stay in alaska, he wound up getting LSF ID.
3rd interaction was later the day of the 2nd, I was in my corsair GB adn encouterd him in omega47, in a recruit IDd Navy tagged liberty GB. Fought him breifly, then disengaged as my GB wasnt set up to fight GBs. (that was also were the first sanction came from, becasue he ignored my attemps to explain his ID issues to him)
With all the times ive encoutnerd em, Im certain he speaks (reads anyway) functional if not fluent english, I just get the impression he doesnt care.
On a side note, good work to joe in pwning that GB 1on1 in a bomber, the lib lawfuls were laughing it up as you took em out. No way we were gona back em up, considering his constant rogue behavior and engaging w/o a notice. I've also heard some LSF people say he's engaged w/o notice other times, but never was witness to them.
Yes gents, we are well aware of the situation, otherwise there would not have been a sanction thread in the
first place. We honestly don't need re-enforcing statements thank you.
