i don't know about Gran Canaria, but I've managed to get 3 zoner triple bribes at the FP in Omicron Theta

Corfu has a triple , though it takes some patience to get all 3 up in the bar at one time.

Go to the places already mentioned, because the bribes pull up at random in my experience. When I need a double+ Zoner bribe, I dock at Freeport 6 & enter & exit the server till I see the bartender offer a zoner bribe, then I just move back & forth from the bar to the equipment shop & back again until 1 or 2 more bribes pop up from the other patrons.
