Yes, that's clear, I completely agree with that line. But what about attacking combat ships within the House Space? Shouldn't it make sense that a mere pirate could engage a lawman on House territory?

No. That's very intentionally not allowed and won't be changing.
The only way you're able to attack combat ships within House space is if you're pursuing an active bounty that you're pre-registered for and claim on the forum, or you're hired on the spot by a non-generic unlawful ID.

You don't have lines to freely engage combat ships anywhere, only issue piracy demands outside House space. The rationale for why you can't freely shoot or issue piracy demands within House space is the same. We're not interested in allowing generic pirates to become a zero-effort terrorist IDs.
That's not going to change. I'd suggest if you want to pursue lawfuls in House space, you find a bounty board who's willing to pay you, and make sure you're properly registered and claiming those kills.

What about lawful bounty on lawful?
Would it be right for me to be paid by some corporate member to kill some player in the fleet? Or another corporation? Or just help them kill the Corsairs/Rogues/Some1 else?
