Gallic National Intelligence is looking to conduct a series of covert operations, and we wish to use ships and weaponry that would allow us to do so without those we act against knowing that it was a GNI operation. We have turned to you because Unione Corse ships would not draw undue attention, while still giving us this deniability.
I expect that you would ask that we not use these ships against any of your allies, and I can assure you that such a demand would be happily met. We intend to use these ships only against common enemies, and would not make moves against any that you see as your friends. Naturally, we expect that you would want some consideration in return, and would happily hear any requests that you have of us.

I find it good that the Gallic National Intelligence did not give up on the Unione Corse. Apologies for the late reply, I was checking with some Sirian underground vendors on information to provide you with the following.
This request has been serendipitous in nature - a training squadron has been created using Sirian vessels and equipments. We also have an abundance of Sirian weaponry, from Kusari, Liberty, Bretonia, the Zoner, and so on. Don't worry, they are not for the black market. Anyway; for your goals, I suppose Kusarian vessels would do the trick. From what I can gather,
We can also offer you supply operations via the SOFP (Special Operations Forces of Provence). Well, I suppose it is adjacent. Just like the The Leviathan Accords of 826/742 where certain other Houses trample on it, just like they trample on inter-House relationships and laws.
As for a series of covert operations; Rheinland weaponry would be perfect. We can also acquire engines from Rheinland, and the H-Fuel necessary to run these ships. We will give the Gallic National Intelligence a period of lawful presence in Provence while your operations are being performed.

These weapons are common, and from Rheinland. However, Rheinland is, if we can call a House as such, a friend. Therefore, maybe Kusarian? Their ships seems interesting.

Scythe variants (Sickle Mk I being most effective against Graviton shields, as explained supra.)

Edgeworlds equipment is ubiquitous, and no questions asked.
ZONER WEAPONRY
Fury variants (Fury 5, efficient against molecular shields)

As for the ships, here are a few we considered and/or acquired for either testing or deployment.
SPACECRAFTS
"Montante"-class Gunship; they are the mainstay of the 1st Border Flotilla, Provence, efficient, but light. They are also ubiquitous.
"Conference"-class Gunboat; a Zoner gunboat, heavier, might fit for a stronger force instead of a lightweight one like the Montante-class.
"Mantis" Civilian Gunship; also very prevalent in the hands of Freelancers, sufficiently powerful.
Falchion Very Heavy Fighter (herein designed as VHF), powerful, ubiquitous.
Kingfisher VHF, fairly common, used by the Zoners and the Technocracy alike.
CTE 6000 "Eagle" VHF, probably one of the most common snubcraft, powerful. It's 'Damaged' variant also provides an interesting angle for your covert operations.
Libertine 11000i "Arrow" Civilian Light Fighter; common as a leisure snubcraft, it is nonetheless a very useful reconnaissance vector.
Sabre and Borderworlds snubcrafts lines; ubiquitous, extremely to acquire.
Crucial V-9 "Waran" Bomber, a powerful, but heavy and common bomber.
If you require some supply ships, I would recommend these;
"Kin" Kusari Civilian Freighter; 650 Mass (or 500 with a faster engine), nimble, and Kusarian. Perfect for covert ops/false flag op..
CTE CT-100 "Grouse" Civilian Armored Transport; 1,500 of space; fast, and armored, perfect to supply forward/deep operations.
TTR-1130 Series Pilgrim Liner; also known as the 'Slave Liner'; it is a cheap Liner, but has a bad reputation. This makes it ideal for use in conjuction with Sirian civilian ships, and Sirian weaponry.
As for the engines, I assume GMG engines would do the trick. Or the HN line. Or even the Prototype Engines variants; these can't be traced back to the GNI. The goal of course, is to use an engine that is Sirian, and lawful in appearance. We will do our best of course to supply your ships, as I said supra., with H-Fuel, food rations, water, repair materials, and supply materials in general. If you want to.
If you require a more permanent presence in Provence whilst preparing your covert ops; you are authorized to deploy a Modular Installation, however, keep it secret and share with us the coordinates so that we can patrol. This would be essentially a 'black site', where you will be authorized to do anything, and we shall close our eyes. We hope that this will help in the steps explained further down.
Of course these lists are not exhaustive, according to your needs and overall budget, we can acquire more or less weapons, ships, and engines.
All of these are merely specific recommendations and indications of what can be acquired, there are much more options, of course.
I hope that this will be a good step forward, as our common enemies indeed, and sometimes, even those we once called friends and allies, whether in the Tau Economic Area, or beyond, prove themselves to be more and more unreliable, or even outright hostile or simply refusing to reply. That is why we need to remain tightly-knit, despite the inherent differences that exist between us. But that is also what makes the Gallic Union unique.
Another step would be to further develop intelligence sharing between us. From simple reports, to detailed assessments of enemy troop movements, it would be a natural extension of our existing relations; and one that ensures that a Corse-GNI mutual aid pact would be on the table - covert or not, naturally. But I am getting a bit ahead of myself, Naturally, no need to rush. I understand your request, this is of course in the realm of possibilities, and what can be done, and what, in my opinion, would be ideal as the next steps between us.
Of course, we already granted you the right to deploy a Modular Installation here, and as the Modular Installations Regulations of Provence indicate that they are free of charge, the same will apply for yours. However, there is no need for you to submit a filled form. It will also not appear in the [b]Dept. of Acquisition and Trade's list of Modular Installations[/b]. And finally, if you do decide at some point to deploy a Modular Installation, we will make an exception on Weapons Platforms if necessary, depending on the sensitivity of the installation.
Naturally, we would expect the Gallic National Intelligence to exercise some discretion regarding our operations in Provence. You understand as well as we do that certain activities are best left unexamined, so long as they do not bring harm to Gallic civilians.
Regardless -- as long as we can look forward to a new era of cooperation with the GNI, it would be in the best interests of us all, Gallics and Corsicans alike. The information you provided to us was certainly helpful, but after closed testing of the suggested craft, we have found them to be lacking in several key areas. These shortcomings are primarily concerned with the extreme complexity of making these craft compatible with Gallic technology, particularly the reactors. As such, we would be interested in acquiring several of the craft fielded by your own organization. They would allow us to operate with more discretion than the XJ series, while requiring less modification than the Renoir-Souder series would to suit our needs. Iè, indeed. This Sirian technology is obviously obsolete compared to the technology we - Gallia in general – have developed over the years. While they can prove useful in infiltration missions, or just operating in the Sirian sectors, their shortcomings are pretty glaring indeed. We understand.
I have consulted The Commission quickly on this matter, and we have reached a consensus of delivering you three (3) of each Corsican fighters. So:
THE COMMISSION'S OFFER
Three (3) CL22 "Mistral Noir" Light Fighters;
Three (3) CB14 "Cuirassier Noir" Heavy Fighters;
Three (3) CB14-H "Sirocco Noir" Very Heavy Fighters;
Three (3) BG75 "Jaguar Noir" Bombers.
These twelve (12) Corsican-made snubcraft stand as proof of our shipyards’ capacity and the quality of our designs. They are not mere tokens, but the first demonstration of what Provence can reliably place at Gallia’s disposal.
The Commission's main concern is the stealth technology and various technological upgrades in our ships, that we have implemented on these originally-Brigand designs and blueprints, and our various other modifications to it. We would like if you accept them as-is, but not to appropriate our stealth technology just yet. Naturally, they will be outfitted with our engines, of which we will ask that you do not tamper or reverse-engineer them just yet.
In terms of requests, iè, we have a few, but of course that can be met down the line, following our continued, and hopefully increased, partnership with the GNI. True neutrality requires credible deterrence. Provence cannot remain an autonomous stabilizer, if our forces are limited to fighters, gunboats and frigates alone. While our current production is centered on Marseille’s shipyards, the natural evolution of this cooperation will be the reinforcement of Provence’s defensive capabilities; with heavier assets in due time.
Our strength has always been in discretion and reliability. For centuries, we have conducted our affairs quietly, ensuring that Provençal interests align with Gallic stability. That same continuity ensures that any resources entrusted to us remain safeguarded and properly employed. As it benefits not only Provence, but Gallia itself, strengthening the southern flank with an autonomous region capable of preserving order, balance, and stability where chaos otherwise seeps in. We have noticed many hostiles peeking in the Gallic Union and Provence, which only generates unneeded stress and tension across the population. We always have held a respected position in the Gallic Union’s affairs, from the old Monarchy, to the present government. That continuity ensures that any investment placed in Provençal hands is safeguarded by both history, and legitimacy, and by ourselves, just as we guard Provence day and night, just as we guard Gallia's entry-points day and night.
The very ethos, and philosophy of the Unione Corse & Provence, is neutrality. But this does not mean laying down and accepting whatever punches comes at us. While Sirian gunboats, or even frigates are fine, The Commission deemed that they are simply not enough compared to the threat posed by the entire Tau Economic Areas' (TEA) various warring factions. While we do our best to protect both Gallic and Provençal/Corsican interests in the Tau-23 system, and to protect the Gallic Union & Provence in general by assisting Gallic forces, we can't do more for the time being.

Your proposal has been discussed and meets our requirements. We may request access to your sensor baffling systems later, but National Intelligence has already been pursuing such technology on its own, though we do not have any plans to implement it onto our ships at this point as it is still untested even in controlled settings. We also have our own engine requirements, and will refit these vessels with engines that meet said requirements in the future, if we find a need to do so. We will send some of our people to pick up these ships from Marseilles if that is acceptable to you. If not, we will gladly pick them up from a more discreet location, but will operate under the assumption that you approve if you do not contact us about another location.
Any further requests you have for us will of course be welcome in the future, and the generosity you have shown with this agreement will of course be considered at that time. We look forward to further talks in the future.
