[Config] Unable to buy gun

Bug: Can't buy a grey'd out gun

Reproduction Steps:

• Step 1 do /restart fcbhg to easily get BHG FWG for your gunboat.
  
• Step 2 Get a 'Your ship cannot use this equipment'
  
• Step 3 Fyi happens only for External BHG FWG, internal can be bought just fine even on starflier

Used the FcBHG restart, successfully bought BHG GB twice, once with the FWG mounted, once without, both times I did not get a "Your ship cannot use this equipment".
