Your message has reached my private comms as I monitor militant channels here on Erie. Since the Liberty incursion, I have kept a closer watch on my Zoner brothers and sisters here on the planet.
I will keep this brief. My people trained the 46th in combat medicine and I feel betrayed. What was once a good relationship was quickly and easily forgotten by the Liberty government when they destroyed a couple of my escort ships. I have been patient until this point.
By comparison, Kusari has never really given us in the Zoner community too much trouble. Perhaps some verbal exchanges with those at Freeport 6 but nothing major. If you want more, I need a private channel or place. I travel to Kusari often as my children visit their grandfather on Planet Honshu. I can meet you anytime.
Houses at each other's throats again, how common. How amusing, even.
We've plenty of people and enormous fighting spirits, this you can be sure of - at least here among my irregulars. Now more importantly - what can you give us, and how reliable those supplies would be? While we welcome any helping hand that'd help us fight the blueshirts, our list of beneficiaries isn't short at all and they're let to yet us down.
Not that I doubt your capabilities, but you surely understand lives depend on the steady flow of combat supplies. Lives that are ever so valuable for us here on thr ground.

Not that I'm one to look a gift horse in the mouth, but what happens to us once your little spat with Liberty is over? Are we to be discarded just like the other houses have done to us? Maybe you'll come to take from us what isn't yours as well later down the line. Forgive me here, but we don't trust any of the houses. The Houses simply walk a different idealogical path to our own. Militant or Zoner--we mix like oil and water.
Reaching out to the "Militant" movement is a moot point anyway. Outside of the PLF, we're too disorganized and too worn down to provide anything to your people. Many of us, as I said before, wouldn't anyway. You're a great house, but you're just like the others who have abused, beaten, and ostracized us. The only difference is, you haven't done it...yet.
Tell us what your plans are beyond simply providing "specialized training, brand-new ships and weapons, and the sharing of critical intelligence". What does the future look like for our mutual cooperation beyond simply a war footing with Liberty. What happens to us if and when this theoretical "war" ends. If you can answer that question satisfactorily, I may commit my crew to this training you speak of. Until then, you're just another house seeking to use us for your own gain and then discard us when you no longer need us.

We have had several cells raising status WHITE the last few months, signifying cell breakdown due to personnel shortages, insufficient to maintain operations.
Operational capacity is low. Issues with manpower is widespread.
Cell leaders have voiced their worries about low morale and insignificant impact of their actions in detriment of their personnel.
Central command has deemed movement reactivation possible under significant Navy demobilization, but odds are against us.
Our intentions toward your movement and your world should be evident. Erie lies far beyond any plausible sphere of Kusari influence, regardless of who governs it. Likewise, once our conflict with Liberty is resolved, I have no illusions that the political demand for your support will drop.
That said, what we are prepared to offer now may serve your cause well into the future. The personnel we train cannot be recalled, and there is little economic logic in reclaiming used fighters or worn-out equipment. For our corporations, it is far more efficient to produce new assets as technology advances than to refurbish outdated ones.
However, based on your current responses, one core question remains unresolved: how willing are you to unify your movement into a more coherent structure, one capable of efficiently sharing and deploying the resources provided by us or by any of your other partners?
Are you prepared to appoint one or two field commanders who will represent your forces and direct their actions during combat operations?
You are up against a unified adversary - one that operates with clear chains of command and defined responsibilities. Would it not be strategically wise to deny them this structural advantage over you?

COUNTERPOINT refuses your proposal of unified command. While our orders and course of action are unified, a centralized command is extremely risky. The Front exists years after the invasion because of our structure.
We can raise two cells as requested, but leadership will be rotational according to procedure.
Cell ANVIL will coordinate resource acquisition and deployment.
Our current structure is not a disadvantage but a major advantage. Decentralized operations means our actions are extremely difficult to be tracked and reacted to by the enemy. Liberty's structure is designed for fighting regular armies from other Houses, not irregulars. If we meet them on their own terms, we'll be decimated.
We await further developments. The situation at Galileo is being watched closely.
