[Server Config] No Restock Modules instructions in /base help

Bug: PoB Help Menu doesn't list restock module instructions

Reproduction Steps:

• Dock on PoB
  
• Login via master password
  
• enter /base help
  
• None of the pages show instructions for the restock module
  

Additional Information: Points 4 & 5 under Economy / POBs section of 5.3 patch notes.
