Bug: wendigos are hostile to technocracy - both ofl and indie - when they should be neutral or friendly (according to npc infocard)

Reproduction Steps:

• Step 1 stare the rep chart
  
• Step 2 stare the rep chart
  
• Step 3 etc start the chart

Made Technocracy ID neutral (0.0) to Wendigos faction, made all 3 Wendigo IDs neutral (0.0) to the Technocracy faction. Should be effective immediately
