[Systems] Battlecruiser Aubagne in Zurich has no ship dealer

Bug: When visiting the ship dealer, "Trent" is talking to no one. No shipyard NPC model present.

Reproduction Steps:

• Fly to Aubagne
  
• Go to ship dealer.
  
• Talk to no one.

EW1405_fix_ship is supposed to show, and its config looks OK at first glance. And yet it doesn't show up...

I see the problem - on this type of base, there is no physically separate ship dealer room, the NPC is supposed to be placed on the Deck.
