[Server Config] MND restart is actually D16

Bug: When you choose the MND restart, your IFF is D16

Reproduction Steps:

• Make new character
  
• Restart as MND
  
• Spawn in
  
• Change IFF to MND
  
• States "Your current IFF: Detachment 16"
