Bug: Can't use Renzu Liner

Reproduction Steps:

• Goes to Tsukishima Liner Yards.
  
• Purchase Renzu Liner "Shukensha".
  
• Purchase Interspace Commerce ID (dsy_license_co_ic_grp).
  
• Equip Interspace Commerce ID and sold the other ID.
  
• Undock from Tsukishima Liner Yards.
  

Additional Information: Despite the ID said that;

Quote

Cannot use Cruisers, Battlecruisers, or Battleships or ships with more than 3,600 cargo space, except the Renzu Liner.

The reality is that the Interspace Commerce ID cannot uses Renzu Liner "Shukensha".

Looking at idcargolimits.cfg I can either raise the Interspace Commerce limit to 4000 or I can exempt the Renzu Liner for all IDs. It looks like only the Interspace Commerce ID has the Renzu exemption, so I'm going to raise its limit to 4000. This will technically give its players the ability to fly the l'Ane or the Gannet, but this remains a rule 2 violation.
