[Missions] Fort Leniex does not offer Missions.

Bug: Fort Leniex doesn't offer missions against any NPCs

Reproduction Steps:

• Step 1 dock on Fort Leniex
  
• Step 2 Go to Bar
  
• Step 3 Be told: "No missions available at this time. Come back later."

Seems to be an issue with the Wendigo NPC faction - I'm drawing a blank after a bit of troubleshooting, but I'll keep looking into it.

EDIT: You can now get Vagrant missions against the Order and Gaians at least. Will try and figure out why the Wendigos are being shy.
