I am Lieutenant Colonel Hawkins, contacting you on behalf of Section 8, a constituent cell of The Order. Should you not already be aware, we represent a paramilitary and intelligence organization based out of the Edge Worlds with the aim of identifying, containing, and eliminating non-human influence across Sirius. In this, we have for several decades been close partners with your allies in Chugoku, the Blood Dragons.
As I am sure you are aware, tensions between your home, Kusari, and Liberty are at an all time high, with unprecedented military build up along their shared border. Allegedly, this is due to disagreements over ownership and exploitation rights of resources discovered in the Galileo system. Section 8, however, has reason to believe that this conflict is being orchestrated by non-human actors engaged in destabilizing activities behind the scenes, such as the recently foiled terrorist attack on Deshima Station.
I am therefore reaching out to you with the request to permit Section 8 operatives and vessels to operate out of Morioka Base in Shikoku, so that we might observe and assess the situation and any potential non-human activities influencing the increasing tensions between Kusari and Liberty. Its proximity to the Liberty-Kusari border makes your station in southern Shikoku the ideal forward base of operations for this purpose.

I am Ikeda Yume, first communications officer of the Gen'an, and speak for the Gen'an leadership.
Would you be willing to share with us the reasons for your suspicions regarding the conflict being fueled by non-human factors. We are aware of the conflict, but so far haven't seen any leads towards your conclusion. However, this not mean it is false, as we are no experts on the threat you speak of. So far the hostiles we came across simply looked like the ordinary naval vessels, so if you have any data proving the contrary, we are interested in it. We could potentially work together.
As for Morioka...
The Order is allowed to operate from Morioka base, so long as they can guarantee not to endanger the station itself in any way, nor bother its residents or visitors.

Kusari is a stronghold of alien activity. Both the Kusari Office of Intelligence and the Naval Forces, as well as considerable portions of the government are compromised with non-human agents. Their activities have escalated as of late, including a strike against The Order in the deep Omicrons, which failed. We believe they are now turning their attentions towards the other houses in order to sow discord and distrust among the governments and residents of Sirius.
Armed conflict has erupted between Libertonian and Kusari corporate entities in Galileo. The Kusari Diet has passed legislation to increase military spending while the Naval Forces have mobilized on the southern border. Similar developments are being reported out of Liberty. The unilateral decision by the Liberty Supreme Court regarding the Galileo platinum deposits. The involvement of the LSF in the thwarted terrorist attack on Deshima Station. Sudden changes in policy by previously ardent pacifists in the Senate - confirmed now to be alien agents - resulting in a military buildup in Colorado.
These unprecedented acts of hostility between Liberty and Kusari come too suddenly and are too finely tuned to result in open conflict to be the result of sound, uncompromised human politics. A war between the two houses would be plainly pointless and result in economic suicide for both sides. It is for this reason that we believe this conflict to be the result of alien influence aimed to destabilize and weaken the great houses of Sirius.
With your assistance in providing our operatives with safe harbor and a forward base of operations, we will investigate these developments and, should our concerns be confirmed, do our best to contain and counteract the effects of alien sabotage. With any luck, war between Kusari and Liberty and the ensuing bloodshed and suffering will be avoided.
Neither Morioka Base nor its residents will be negatively affected by our operations.
