Bug: BIS ID IMG rephack is too low


Additional Information: The BIS ID has its maximum IMG rep set to -0.55. Given neither other Bretonian law enforcement (0.30) nor other intelligence agencies (0.90 or no hack) match, I assume this is by mistake.

This is likely a very old leftover from the Aland oopsie and the aftermath. Should have been corrected after relations were normalised.

Admins will need to remove the rephack (if IMG| want to retain it, they're welcome to submit a PR with the explanation of how lawful factions should be approached).
