It all started out as an annoying little bug than whenever I ran Freelancer, at some point within my play session, this inexplicable frame rate drop plagued my eyes. Generally docking with bases increased the speed of this curse's onset. When it happens, being around bases of any kind, and near NPC or player fire of any type, dropped the frame rate to somewhere around 4 FPS. For a while, it seemed activating the ENB part of the mod fixed this.
However, much to my chagrin, the performance loss spread to any game I played and then even to the desktop of my PC (at this moment my CPU is having trouble keeping up with the pace at which I type.) I found that it appeared the System Cache amount grew continuously, starting at 40K and at the end of the day going up to 60.
I also found that this PC has a very poor System Restore proxy - only allowing me to go half-a-month back in time, which is not sufficient.
I ask anyone tech-savvy within this community to provide any insight they can into my dilemma - but first a few facts that will help: THe system is about 3 years old - maybe more. It runs Windows XP (and optionally Ubuntu). It has 1 GB of RAM, a 3.7 Ghz Intell 32-bit processor, and some obscure ATI graphical controller. It also has around 490 GB of allotted DH space, most of which is taken. The system is virus, malware, spyware, and any-other-bug free.

The only installing or re-installing of anything having to do with the operating system were updates (including Service packs) and the installation of Ubuntu on a separate HD allotment.
Windows tends to throw the absolute ****storm if it isn't reinstalled at least once a year. Especially if its Windows XP.

I've never heard anybody say that they needed windows reinstalled frequently against preformance loss, and my own windows XP ran reasonably well for a good 5 years.
Don't reinstall your windows OP, lot of time wasted, probably little results.
However, unable to play freelancer on your specs is very strange. Freelancer really doesn't require that much of your system, and a 3-year-old pc wouldn't have trouble running it normally.
Of course, it can be anything depending on how well you keep your pc cleaned and updated. If you have your desktop freezing a while after boot when playing FL, you may have too many background programs running. Just start task manager and check which processes are running in the background.
Updating your video drivers couldn't hurt. Any clue what video card you have? Standard ATI drivers can be obtained easily from their website, but you'll at least need to know what type of card you have.
It's not a continuous case - it the fact that when a resource heavy (80K or more) program runs for a certain amount of time, it's performance will drop eventually to the stated level.
What's cumbersome is that when the condition happens, it never changes despite lowering the detail even to the lowest settings. And it will continue to get worse if I continue to use the program.
The PC is updated whenever there is an update to be installed - and perhaps one of the updates has mucked up somehow - but it's to late to change any of that: as stated, this unit's System Restore is a boatfull of fail.
When was the last time the PC was physically cleaned? Like the inside of it? Dust is a great insulator and will keep your computer parts all warm and cuddly, even to the point where they start cooking themselves. A can of Dust-Off and a vacuum might help you out.
Also, could you run dxdiag (Just go to "Run..." and put in dxdiag.exe) and post the log from that? That'll give us all your computer specs and driver situation.

To be honest, I've had nothing but performance boosts when reinstalling Windows. though I usually can't be bothered getting all the drivers again, so I don't reinstall anymore unless I absolutely need to.
