Officially the 'too small fish'
It's mostly aimed at weapons dealers and applies to ship equipment, shields, guns, armor etc.
As an example, you can't carry more than 99 unmounted guns and no more than 20 of any one type.
If you have commodities in your hold too, each different commoditie would count towards that 99 limit.

You can't carry more than 99 different types of commodities and/or ammunition. Some ships have cargo space in the thousands, and you can fill them right up with a few types of commodities.
But what you can not do is buy a few of many, many kinds and end up with over 99 different types of commodities/ammunition in your cargo hold.
I imagine this is to stop the server from dying when someone dies.
Each unique type of commodity/ammunition would drop in its own canister, so many different commodities would cause some fatal lag. You also run the risk of corrupting your character with this amount of extreme variety of cargo.

This applies to weapons/equipment dealers, mostly. Guns do not stack.
Basically, you can't have over 20 Dublin Dusters in your cargo hold, or over 20 Javelin Missile Launchers, over 20 Thrusters, over 20 Armour Upgrade MKIs, etc... ship equipment that you can mount doesn't stack.
Again, this can cause your character to become corrupted and unusable.
So, if you're repfixing with NPCs, you might want to keep an eye on just how many Winchesters or Skyblasts you tractor in. Heh.
