Depends on your purpose for wanting such a ship. If you're a serious player who wants to become involved with Gallia and how it works, fine. If you want neutrality just so you can explore at your leisure and not be shot at... hell no.

there is 2 ways one is hard: Bribe the GRP at the junker base Lodeve Space Port in Languedoc and go do police missions until you can pick navy mission

second way: ask GRN navy invite you and do mission with you.
