Since there are those keen on ragging on the Slaver ID, I would like to point out that it too is a highly restrictive ID. A player flying that ID can only land on a fraction of the bases in the game. Unlike the smuggler ID, lawfuls are allowed to engage a slaver as though they were pirates and are not required to leave them alone if they are empty or hauling non-contraband (although many of the lawful groups do this anyway).

Having said all that, anyone flying a 5k transport with a Slaver ID is pretty much guilty of bad RP. All of those vessels use cargo pods, which is a terrible way to transport live cargo. For that reason alone I would go along with a cargo restriction of 3600 or less.

The 'power trading' type likes political neutrality. They want to be able to haul what they want where they want, which the Independent trader ID allows. There is nothing per-se wrong with that, but as Jinx pointed out, if all the traders are like that, it does not add anything to the atmosphere. That why the devs wanted people flying as corporations or other politically motivated groups.

The current zoner whale problem is simply an oversight. I don't think it occurred to the devs that players would go to such great lengths to get a zoner gaurd ID so that they can continue their 'neutral' trading. I honestly expect to see the zoner Gaurd ID receiving landing restrictions in the future. Something akin to:

Can only land on Zoner bases or base where (insert zoner produced good) is purchased / sold for XXXX.
