i though new hampshire would. they are a little bit higher there, but not by much. like level 20-30

Try New Hampshire again, battleship Whitfield.

I saw a 890k mission there a few days ago. Against Rogues.

right, but take the onse vs, rheinland millitary, rogues spawn gunboats, and sitting between 6 rogue gunboats, is paynfull, NPC may fly crappy but they have exelent aim. Unless you are in a cap yourself, you will sweat.

I would like to see missions against GB NPC and maybe cruisers, but throughout liberty... I found none, The Order NPC do not have cap spawn and there are no missions against Rheinland' Militarr. Quite sad when you see the RM (O-15) and The Order (minor) having the possibility to fight enemy caps.
