My friend and I don't do Discovery RP, we just set up our own LAN server and play around. I've noticed that there are quite a few jump holes that I can't go through (New Berlin/Sigma-13, Leeds/Magellan, Dublin/Leeds, Hokkaido/Tohoku, the NY/NY in-system JH, and others). When I try, it simply says "access denied." The NY/Alaska jump gate is also locked. I understand why it makes sense to have these routes closed for RP purposes, but I was wondering if there is any way to unlock them since we're not using the game for RP.
I have an answer: Your game is screwed up. No Jump Holes or Jump Gates are locked. Only like five gates in Gallia are. Try reinstalling or making an internet server and see whats happens. As I said, only like five JGs in Gallia are locked. No JHs are.

I'm not sure what you mean. We're just using the FLServer program (which is not resource intensive at all, especially because we only have 2 people playing on our server). Is there something else that we need?
Also, I find it strange that it would be something wrong with my install, because everything else works absolutely fine. No bugs, no glitches, no crashes, nothing.
all of those gates are locked down, along with a few others, at the start of the sp game. try turning all the sp stuff off when you first install the mod.
