Omicron Minor and Omicron 100 Rules/Information

Updated, new rule.

For Order pilots to enter Omicron 100 THEY MUST HAVE both the Tag and ID. If you have only one of the two you will be considered a pilot without authorization.

The rule with the tag is a good idea, but why are the rules so strict? Do you fear anything from neutral side? Or because of Omicron-100 is a guard system? The rules don't bother me, I'm just curious about their strictness.
