"Effective immediately, Liberty Police Inc is adopting a 'Zero Tolerance' attitude towards any and all Outcast presence in Liberty. Them, and of course any smugglers, are our priority target. We are going to teach those damn Outcasts that Liberty is not their playground, and will continue doing so until they get some gorramn sense and pull every last Sabre, Falcata and Trident outta Liberty. Until that time, there will be no mercy. Legally, as people without citizenship in Liberty they are not afforded the rights that citizens are. It can also be argued that they are citizens of a warring House, if you view whatever they own as a 'House' per say.

"Thus, any Outcast caught will not be subject to a trial by jury, legal counsel, or anything. They will be immediately thrown in prison for a term of no less than ten years. After which, they will be shoved into an independent contracted transport and shipped out to the Taus somewhere. Not our problem.

"The message is thus: STAY THE HELL OUT OF LIBERTY, OUTCASTS. You're not welcome here."
