Charon should be an HF

I'm afraid I still see it as a fail of a HF, in my opinion.

Infocards can be easily altered since there aren't much distinctions between VHFs and HFs, VHFs are simply step ups from HFs.

I agree with you. Charon is just a HF with a slower turn rate.
