Greetings and salutations, Naval Forces! My name is Ozei Ruousha. I am but a humble mercenary on a mission to serve the House, and to hopefully make a decent amount of credits along the way.
I have however, been unsuccessful so far using a fighter, and even a bomber. So, I was hoping to try and venture into the use of something with a bit more, how one might say, punch to it.
Namely, I am requesting permission to obtain one Kusarian Gunboat Class vessel. I also request, with your permission of course, that I may outfit it with the following weapons.
The rest of the equipment I can figure out for myself, unless that is, the mighty Kusari Naval Force wishes otherwise, and would outfit the entire ship's equipment, I am quite flexible.
Now you may be thinking.. Why would I want this sort of ship? And furthermore, can I be trusted with said ship?
First of all, I would like to point out that, suggested by my name, I myself am Kusarian, born and raised. Secondly, why would I dare oppose the Empire? Any and all who dare stand against the state of Kusari are dealt with extreme prejudice, as well as having the possibility to face a painful death. An example of this is the inferior state of Bretonia, who is on the brink of collapsing under the iron fisted wrath of Kusari's own proud and honorable Naval Forces.
Third, and most important, The Empire may choose to closely monitor my activities and my locations of operation, as well as demand a quota of criminal ships brought to justice. You may also, if absolutely necessary, have someone escort me at all times so long as the gunboat is in space, as long as is needed to assure my undying allegiance to the Kusari Empire.
I will of course, be paying for any and all equipment, including the cost of the vessel itself, in full.
One of the reasons that I would like to obtain a Kusarian Gunboat is, well...
It is a creature of beauty.
From the sleekness of the body, the viciousness of the fangs, to the divine awe of its tail fins. Add to that the fact that it is in every way superior to other vessels of similar size in both fire power and agility, and you've got one phenomenal and unbeatable package.
As a citizen of Kusari, I find it is my duty to rid the Empire of all forces who dare oppose the Imperial rule of Kusari. With a vessel of this size, I can be sure that the Emperor's will is a force to be reckoned with; intimidating, humbling, and stern, yet fair. And with the aspect of being a mercenary, I can extend the Emperor's will far beyond that of the House of Kusari, putting the criminal elements of Sirius in their place: The bottom of a sinkhole.
I eagerly wait a response, and hope that we can come to a sensible agreement.
I thank you for the prompt response, Taisho Hiroito san, and am eager as to what the reply shall be. I am hoping for a positive one, and if not, then I am sure that we can arrange some sort of agreement.

unfortunately Kusari Gunboats and the equipment you have listed falls under restricted military hardware that is not intented to be used by civillian personell.
While sometimes in the past it happened that some low profile crafts and equipment was granted, an exception will not be made for this vessel.
