Over the past two decades of increased militarization and warfare in the houses and beyond, H-Fuel consumption has increased dramatically. It is the responsibility of the distributors to notify all recipients of the mandatory reduction. Distributors may not prioritize the shipment of H-Fuel to any particular house. Each of the houses share the same reductions in quota formulae long designed to ensure the needs and lives of all populations fairly. We have a responsibilty to lessen this impact as much as possible for all. Let's keep to it.

The council has been notified of this dire situation. We have our stockpiles and we will use them to fill out the gap of the said % loss but we will not be able to sustain it for long. What can be done to make this problem go away as soon as possible?

It should also be noted that it is a sad fact that you are taking more H-fuel from Kusari than you are taking from other houses seeing as Kusari and Liberty are the biggest consumers the % taken off from their hands is obviously bigger than Bretonia's.

Kusari has received the same percent reduction as Bretonia, Liberty, and Rheinland for the reason cited:

We are working hard to restore deuterium supply lines in order to meet the HFuel demand. However, if Zoner holdings in the Omicrons and Omegas fall into Corsair hands, a long term shortage is likely.

We will appraise the Rheinland Government of this development.

We hope that further cuts to the Hfuel supply line are not forthcoming.

Do you have any further proof that the BHG are attacking your supply lines? If so, please forward it. Danke.

If RepEx could secure a source of deuterium where would we deliver it too? Is there anything else we can assist with?

You have indeed heard right and it is disheartening, I understand. But it is necessary and I'll provide an explanation and a bit of a history as to why this must presently be as such.

The Guild Master Council was originally created centuries ago to protect and perform an annual (or at the advent of major interfering events we are presently experiencing) quota ritual using heavily guarded formulae written by our ancestors long ago. These formulae are almost sacred in their own right and for centuries have been the foundational groundwork by which we can organize and plot GMG fuel operations. These formulae have succesfully fulfilled their purpose for GMG and consequentially to Sirius for soo long that they are held as higher authority then us Guild Masters and thus we abide by it not just in reverence but out of simple practicality; they work, GMG prospers, Sirius moves forward without a thought of fuel concerns.

Now lets get to where destabilizing a key variable to the formulae comes in and how it got that way. There are many of these key variables but the one we are currently concerned with is "resources available". Now at first glance it may not seem that this is possible as our clouds are thick, large and plentiful but as in all things, it's not quite this simple. H-fuel, as you know, is a mixture of helium isotopes, hydrogen isotopes and deuterium isotopes. Now having resources on hand is not only just having the clouds but also needs to take into consideration the efficiency and speed in which all three raw resources are harvested and made into useable fuel. As populations grew and demand for fuel kept rising it was normally never an issue of whether we had raw resources nearby to satisfy demand but more of an issue of raising efficiency and productivity to harvest and make the fuel to satisfy that demand. In order to not falter in this GMG has regularly paid to have technilogical changes and advancements done to improve efficiency and have increased operations built to increase productivity. All has been well. But a slight concern was beginning to grow as we noticed demand growing and an issue concerning one of the main raw resources arising, that resouce being Deuterium.

Interestingly, deuterium is relatively rare in Sirius. Our researchers in the past noted that natural conditions should have made deuterium more common. They do believe unnatural conditions are a cause as they also believe the Crow Nebula cannot be caused naturally but that is another matter. There is deuterium to be found in our clouds it has always been there but at a much lesser scale the hydrogen, helium and oxygen (in that order) and is thus essentially diluted and lags behind on our efficiency in harvesting. This has only started becoming an issue in the last couple decades as we began to realize that the increasing demand and lagging efficiency of deuterium harvesting may cause us to fall behind on meeting demands. We needed a solution to bolster our deuterium on hand so we can make the fuel needed. This is where the Zoners come in.

About 30 years ago they found a planet and as it turned out that planet was rich in deuterium. So when, 10 years later, we began questioning whether our efficiency in harvesting deuterium can keep up with the other three to meet demand, the Zoners were already able to work a good deal with us. Now with the Zoners bountiful deuterium and our bountiful hydrogen and helium we were no longer worried if demand were to break a threshold of one of our raw resources not being able to keep up. Well we are glad that we were planning ahead and that this deal was made because we broke that threshold when the wars broke out which created an unforeseen spike in fuel demand. Largest spike in GMG's records. With Zoner deuterium bolstering our own mining no one in Sirius noticed this potential crisis and how we all got out of it before it coulda happened. This lead to another potential future problem that has come to pass today.

Now, due to the demands the wars cause, we are reliant on the Zoner's deuterium and the ability to get it shipped over here. Meaning that if the Zoner's source for deuterium or any part of the ability to get it here is in jeapardy we are found in a problematic situation. The Zoners, being seemingly neutral to all, regularly shipped it to us with ease through the deeps of space and that link has been the main link. We ourselves do some shipping and previously shipped it in a route that crossed Bretonnia. As my peer noted the Bretonians ended that when war with Kusari broke out and that left the deep space route as our sole deuterium highway. This has continued to work fine until we've reached this present day and find ourselves issuing a decree about the need to reduce quotas.

The Zoners are under attack and are defending their very lives instead of being able to ship us our needed fuel. The Corsairs have launched an assault on Zoners before in the near past in an attempt to seize a very important Freeport neighbouring Sigma space but we amongst others out here in the wilds have helped the Zoners to repel the assault and keep it secure. Once again when the embers still haven't cooled down from the last assault the Zoners find themselves (and thus our deuterium source) under jeapardy again. This time the forces arrayed against them is larger as it consists of both the Corsairs and the BHG Core. Yes, Corsairs and the Core. My peer has already provided a copy of the evidence provided to us when we were being receiving the reports of the attack. It was the first attack of what is an ongoing crisis. Now it's beyond just the Freeport, Zoners are being systematically attacked and murdered all over in the neighbouring areas and each day is going by that they are fighting for their lives, not delivering deuterium.

We ourselves have received enough evidence that there is in fact an assault occuring, that it's coming from both Corsairs and the Core, and the evidence shows co-operation between both assailants. With that happening and no deuterium coming we have deemed the situation serious enough to commit ourselves to the defence of the Zoners in the surrounding areas. I too am about to board on a warship and head over there to play my part if you are needing heaps of evidence to convince you, I'll send a few bodies your way. I fear, however, that if the Core is bolstering the Corsair fleet with their own fleet then we may not be able to repel an assault like we did the last time. If there is any way you with your house connections can help by getting the Core out of there then we can work with others over here in repelling the Corsairs. From this we should be able to restabilize the area and get the deuterium rolling back into our hands. We have had only very few dealings with the Core but from what we've heard in rumours is that they grew from the funds of the BHG and gain their wealth from that industry. Certainly the ships are unmistakeable. See what you can do and inform the appropriate house authorities to whom you deliver fuel to about what is transpiring. And note from my experience that even if we win, as each day passes by, the situation will get worse concerning the fuel before it gets better.

I will send a carbon copy of this message to CEO Hokani Matsuo of Kishrio as well.
