It would be little hard to put something like that in the rules... but good roleplayer should treat the docking ring as hostile to him and not land there if police is after him.

Let's say you are a police officer, you stop a smuggler, infront of NY, loaded with cardamine..., he starts his speedy run, you with your police weapons can't really stop him, and he docks, sells the lot... and usually leaves, or laughs in your face...
I didn't find any rule against this, but docking on a base, while in being in a similar situation, should be against the rules.
Actually, that would fall squarely under 'out of roleplay docking', simply meaning that if you're nabbed/spotted by a lawful fellow you cannot then dock at a lawful base.
