A response i got when i asked how likely it would be for a Freelancer (a former Junker) to get his Hands on a Salvager:

It's really not that likely. We don't let them go easily. I've only done it twice in about two years. Once for Kiretsu which doesn't seem to be around anymore and that was because it served our purpose and once for one of my own members who gave his salvager to a freelancer (who's also one of his characters for a special RP he wrote)

Also:

The two requests I granted were very original, well thought out and they impressed me.

I was unsure, so I checked it in-game. Unsurprisingly, the description still says it can't be used by non-Junkers.

Well, the infocard does say its not sold since inRP its handmade by the junker that owns the salvager, but from what I understand inRP is that a junker may pass down the salvager to said requester if given permission by the Congress. Just my two cents.
