Post to post resuscitation.

Perhaps there could be a guard rep request thread, where the admins could rep your ship to the guard of your chosen faction?

Ships could be checked on in a month, if they no longer have the ID they requested, they are deleted. This prevents people abusing the admins' generosity to make getting their battleship easier.

+ Much more intelligence faction players.
- Increased workload on admins.

Maybe at least these IDs could be traded between players to boost activity with said IDs and at the same time instantly fix this problem.

As now you need to grind for ID to fill in the rare niche of Intelligence Agency factions.
