You know, other games have in game voice and guess what? They have options to not listen to other people because the developers know people would annoy other people.
If in game voice was put in, I'm sure the development team would make it so you could turn local/system voice off, mute other players, etc etc. I'm sure there'd be a voice chat for group chat too. The reason I doubt this feature would get added here is because we all use Skype and it works fine. It got implemented in WoW for reasons I'm not sure of, I guess because they like to please their paying customers.

I never saw anyone use the in-game voice feature in WoW while I was playing. It wasn't good enough to replace Vent or Teamspeak for guilds (largely because there's no way to tell people "my game just crashed" using in-game voice:P, but also because the quality was pretty bad) and it wasn't needed for PUGs because of how easy the encounters were, not to mention that I don't really want to hear some random kid's voice.
