The reference to NATO is misleading.
From the looks of its diplomacy and function it is quite literally an anti-Outcast group.
It retcons Bretonia into being hostile towards them, despite independent motions to have ceasefires and limited cardamine use.
As it stands, Igiss' scenario provides zero room for inter-house cooperation on a scale larger than bilateral agreements. Polarization makes it impossible. Plus, a NATO-like organization utilizes military units still under the overall command of the member nations; they aren't an additional fleet, but segments of existing ones on rotation. They should not have forces as an independent entity; no treaty in the history of the world, to my knowledge, ever made provisions for such a thing.
The idea sounds neat but it does not appear applicable. The randomness of the equipment lists, the extremely narrow target range, and forcing the hands of otherwise independent factions simply doesn't fit. Thumbs down, sorry buddy.

When reading the timeline, both the Outcast as well as the Kusari in me start rebelling against it and are smelling a new past forced onto them. That's not how things work. You can't simply claim Kusari did this and that while they actually didn't. Nor can you claim to have killed 20% of the cardamine trade when you actually didn't. That's furthermore not even your decision.
Also, Kusari law explicitly forbids private police forces. So if the Kusari government gets to hear of you, you'll be thrown out quite fast. Furthermore you are gaijins, so don't even try to get neutral with the residing semi-lawfuls.
I would also assume that a faction dedicating itself not only to combat cardamine trade but slavery aswell would be aware that slaves are used by many more factions. You say you know about Malta? Then you should as well know about Vogtland, Solarius and Isehara. Especially the latter one since the GMG seems to be involved into your project.
And then there's this slight smell of this whole concept to be based on a personal grudge against an NPC-faction.
