Order/Navy npcs

in 4.86, Navy and Order will shoot eachothers up. It was a bug and was fixed.

As for the caps around Atum, I'll have to check, I remember editing the spawns but I don't exactly remember what I did (one of the first tasks I did for 86)

Also, having a nomad cap here and there in Alaska would be nice. Would add to the DANGER-DANGER-DANGER feeling of the system, and also discourage lolzonerbarges using Alaska as a pleasure cruise shortcut.

If you stay near the Minor JH long enough you may see a Marduk. Spawn rate is low though (like 10% chance to see one)

I went hunting for Marduks in my Geb once, and couldn't find one anywhere in Alaska. On my way back, near the Minor hole, I saw a Marduk.
