I was not sure if what I encountered with the Council NPC's, in the above post, was a glitch, an oversight, or intentional. I am aware that this is a complex game with tangled NPC faction relationships, and that some odd behavior (actions not in line with the storyline/history/lore) is to be expected from NPC's from time to time. But the Council NPC's did not simply behave oddly, they behaved in a polar opposite way to what is presented on the wiki and info cards. There's a world of difference between not supporting 'terrorist' actions, and fully supporting 'terrorist' actions. If this was seen in a player faction it could make sense; relationship change, faction evolution, etc. But this is about an NPC fation, whose reactions, I would think, should closely match info cards and what is posted in the wiki.

In my last post on the linked thread I suggested that this problem was due to The Maquis and The Council being allies, since a faction would come to the defense of an ally. Since the lore/history of the Council and Maquis establishes a friendship, but not alliance, could this not be changed in game to reflect said lore/history? It just does not make sense for a faction that espouses non-violence towards civilians to actively attack and kill civilians for the sole reason that the civilian was the target of Maquis terrorism.

Just my thoughts though :D

It's most likely an oversight. It can be fixed by setting the Council and the Maquis to be neutral with each other. This probably wouldn't be such a bad thing to do anyway since the Council broke off friendly ties with the Maquis, but just look the other way when they terrorize civilians.
