Hold down Tab, move the cursor to the top right corner. Press enter and let off of Tab. Ship will keep going at 200m/s, you're flying in a circle, and thus, free to type.

If you can't chat while being shot at then a Fleet Chat channel is of no use to you either.

He complained about not being able to type while fighting--using Skype's IM feature won't help in that situation.

You don't need to move the cursor to the top right corner for this to work, I think.
