Metagaming. There's no way anybody should be able to know what's in that post except for the parties involved. Adding the rot13 means that you have to actually decrypt it to read it, so nobody can magically know about it by osmosis. You also can't search the forums for any of the words in the post.

Anybody who wants to know what it says can just use the decypher you included in the post. Doesn't stop metagaming, just makes the metagames work a little harder. And they can just memorise the word for greetings or any of the other words and search that to find your threads.

You're actually making it easier for them by giving them specific words to search that won't appear anywhere else. If you want to prevent metagaming, I suggest InRP discussions over Skype or PMs on the forums.
