I'd prefer to delete the system and place a base elsewhere in another system. Or re-tag another KSP base to KSP Guard.
Don't worry terribly over the whole characters on stations thing. There are solutions to that problem that don't involve manually moving characters.

The original Kempeitai of the Imperial Japanese Army was a police force so I guess that's why it got put in the KSP guard system.

Makes no sense really, the Naval equivalent should be called Tokkeitai anyway.
