I'm contacting you to inform about new orders.

After some not very pleasure events, we decided to slightly restrict your activities unfortunatelly.
We do not care about your missions it's your problems but you will follow orders from Naval Forces command and Government.

So here is our order:
You have to cease usage of naval craft outside of Kusari space. They are attracting not needed attention towards Kusari.
Within our borders you still have all your powers, but you no longer allowed to leave kusari space in Kusari Naval craft.
If others know who you are by seeing your ship, then you are doing bad job of secret agency.

You got your orders, and if we will get any reports showing that you have disobeyed orders,
you will be treated as traitor, and I'm sure you know what that means.

[font=Century Gothic]Konnichi'wa Toshizo Hijikata-san. Let me please introduce myself as we haven't met in person and I doubt we will any time soon.

My name is Keiji Shibazaki and I'm the Section Chief of the Kempeitai Agency. We will note your position towards the usage of the Kusari military grade equipment in our operations. However the specific nature of the Kempeitai activity demands unusual approach that have to be reviewed on case-by-case basis. We are pleased to see that the Kusari Naval Forces are doing well in the field of the Kusari Naval Forces jurisdiction and authority, however it have nothing to do with the Kempeitai agency field of interest and authority for we are different organizations. We have a wide choice of tools that our agents are using and we are not meant to limit ourselves if the situation demands. And we are taking the responsibility for our actions as everyone else.

However it was a pleasure to hear from you. If the Kusari Naval Forces have any complaints or requests to our agency we are ready to review them.

With regards.

Admiral, you may discard my previous message. We have received conflicting orders from both the Minister of Defense and from the Section Chief of the Kempeitai Special Forces Branch.

Until this case has been fully cleared we will proceed with our current protocol. In regards to this specific order that would be a continuing activity outside the borders of Kusari using military-grade technology.

In the future, we expect a better communication between the different superiors before such an extensive order is put in effect. This transmission leaves a taste of unprofessional conduct.

Further statements will be re-directed to Section Chief Keiji Shibazaki.

Intelligence Division Hasaki currently does [color=#FF0000]not
comply with the receiving order from the Admiral of the Kusari Naval Forces.
