Right now we have freighter shields, levels six and below that are for the little boats, but face it, anything that is class five and below is not used.
What if we moved the shield classes around, use up some of those shield classes that are otherwise unused? Like what we did with the turrets.
The idea here is that if we knock down the current class 6 freighter shield to a class 3 or something but keep the stats, we end up with a lot more shield classes that can be used on larger ships... this means that we can have both normal transport shields and slightly more powerful ones for mounting only on liners.... we can have light gunship shields and heavy gunship shields as well to compensate for their larger size and explained through their larger powerplants.
Break it down and we get something like:
Class 3 Freighter shields
Class 4 Transport shields
Class 5 Liner shields
Class 6 Gunship shields
Class 7 Heavy Gunboat shields
Class 8 Cruiser shields
Class 9 Battlecruiser shields
Class 10 Battleship shields
Clearing out the unused equipment is a good idea, imo.
Some sort of 'equipment tracker' that would track the use of equipment would go a long way to finding out what is useless fluff and what is actually used.
Shields are already subclassed into fighter (LF), elite (HF) and Freighter. Each have 10 levels, giving 30 shield types total. Class 1 and 2 of all types are going to be reserved for equipment mounts. Leaves 24 levels available.
Your idea is sound, problem will be rebalancing everything to make this tick. It's (yet another) major project.

Only problem i see is the new players will not be able to get a frieghter/transport as fast. Because ship prices will go up due to the shields. Otherwise i like it.
