I think the idea is good. My reason being that there needs to be a money drop for a stable economy. As a miner for the FTU or IMG it is hard to get players back into playing these factions. If there was something like this it would make players get into trading and mining again. As of right now most of the mining factions are becoming dead.

Bombers should either have significantly less hull or shield capacity, or they should take additional damage from fighters, somehow. I can survive with four enemies shooting at me while I'm in a bomber, and still have time for launching novas and drinking a Coke.
Add the fact that station is a stationary target, that is not trying to evade.
Also, what will prevent capital fleets/bomberswarms, in abscence of military/navy players, to raid ore-buying bases?
DoD have similiar system but different in its implementation with their base, its a wonderful idea, it can pump more blood to the server gameplay, and to prevent bomber and capspam on base raid, make the base invulnerable to capital ship guns and give base more hitpoint or perhaps shield ?
I agree with the above also. It is all around better for the RPing in this game. One thing that you probably not think of. Now you can have real banks, insurance companies, and traders keeping there bases alive
Hmm, what if the leave the stations from being affected by fire and only make it as a prize for events? Would prevent abuse and give the military something more to fight for, the pirates would also gain a propaganda victory too.
