Well Ainu has them for sure, Aerelm's rep guide has that listed...

But if you are red to them, maybe try Yanagi or the GMG and Interspace bases in Okinawa.

You can find them at these places:

Cape Wrath Base - Newcastle ( outcast base 20 % propability)
Valetta Shipyard - Omicron Alpha ( outcast 20 % )
Leiden Base - Galileo ( Lane Hackers 12,5 %)
