I have a somewhat related question:

When I'm on Virago (my LSF character) and trying to stop contraband smugglers, it's not always possible to scan them when they're trying to cruise by you - guilty or not.

Is it acceptable to fire a cruise disruptor to hold someone up while you scan them?

Yes, it is, but if you're sitting by Manhattan, then you're too late.

Well, I try to monitor traffick passing through new york from west point. I can easily knock out trade lanes if I see a smuggler trying to get by, and it's far enough from manhattan that I can request assistance from other lawfuls if he gets away from me via cruise (i.e., so they can intercept him).
