Well, I think Xoria got some opinion about this, right? that's what I wanted to hear.
I think question is not only that players under 30 cannot attack some other players under 30 (in my opinion they should be able to, we're not encouraging PvE environment). Question is, if someone under 30 buys an ID of a faction, can this someone be attacked by higher-level players?
I'm not quite sure how this will work if we freely allow it.
I would say yes a non civilian can be attacked.. Maybe put something in the Civilian ID (that everyone starts with) about "Once you buy a faction or role ID, you acknowledge that you could be engaged - even if you are under level 30." Maybe make it in bold so they dont miss it (if that's possible)

Well if it gonna be stated in rules VERY clear and strict then we won't couse any problems otherwise you will probably get wasted by wave of reports containing 'oh my, he killed me and i'm only 29lvl! ban himzzz plzz'.
All in all I'm not quite sure if it's best idea to let over 30lvls to kill anyone above 30 at any condition.

As I understood it, the results of the big debate we had back in January/February was that non-civilian IDs could be attacked within roleplay even if they were level 5. Civilian ID's could not be attacked by anyone as long as they were under level 30 (not even other civilians). I didn't agree with that rule change, but I lost the debate so I won't restart it here.
To better reflect that rule change, the server rules should say :

I suppose this still raises the question : should civilians be allowed to attack other civilians if they are both between level 30 and 40? I would answer no, because that basically allows civilians to behave like terrorists/pirates and rob other civilians. So, I also argue that rule 6.8 should be changed to say ( I merely reworded them above to reflect the current rules, now I am proposing an actual rule change) :

This is a good point actually: One i didnt think of when i advocated civillian killing.
I had the non-pleasure of undocking in my level 5 starflier and looking around in
wonder, when someone unleashed a 3 missle volley on me. He was also in a starflier level 5.
I was astonished and attempted to rp with him, but he stayed silent. I undocked and started
to move out to start my trading when he killed me again. I tried to rp again and undocked
with slightly more agressive questioning and he killed me again. After that I lost my temper
and killed him in retaliation. He undocked and I waited in (what I would hope) was a nonthreatening
way. He fired at me again so I killed him. Then again. And again.
After a few more times of dying he stopped firing at me and other newbs around, so I stopped
attacking him. I notified him that he was on my KoS list, after I leave the system.
What do we do in this case?
I believe that we need to have a modus operandi to guide these situations, as you will encounter
this at some point. I don't think these are something that the admins need to sort out, as it's just
petty to SS and whine about "breaking the rules" when both of you have only just started. I'm still for
under 30 civs killing each other, but it must be done in an rp way.
Someone told me later I shouldn't have fired on him, but I felt it was justified and we have
never come across each other again. I did all the retailation and notification in RP.

1. You were firing in self defense so you are clear.
2. PvP currently is NOT allowed without a non-civilian ID or on a civilian ID that is under level 30.

3. So, he could have been reported for attacking you the first time, and re-engaging you multiple times after that.
